Dr Peng Zhenyun

Vice President, Global Institute of Software Technology

Dr Peng holds a PhD in Computer Science from Tsinghua University and is a National Authorized Senior Engineer. He is the Chairman, CEO and Co-founder of EastBird Software Technologies Co Ltd, Beijing.

He served as the Director of Hi-Tech Laboratory and was a Senior Engineer in the Chinese Army, Beijing. He was the co-editor of High-Technology & Industrialization, a nation-wide monthly magazine published by the China Science Academy. He was an expert in the China Audio and Video Standard Workgroup under the Ministry of Information Industry. From 2002 to 2005, he was a member of the standing committee of the Beijing Multimedia Industry Association. From 2003 to 2004, Dr Peng was a Microsoft Certified Professional (MCP), one of the first to obtain the MCP certificate signed by Bill Gates in 1987.

Dr Peng held numerous educational roles. He was an instructor in the Microsoft program at the Zhengzhou Info Engineering University, a software training program trainer of a military department in Beijing, an assistant professor at the computer branch of the China Science Academy, Beijing; an assistant professor at the Computer Science and Technology Department of Tsinghua University, a training assistant of the Tsinghua-Microsoft Software Training Center and an instructor at the TV University, Beijing.

He has 22 years of experience in research, development and marketing in the China software industry and is regarded as an expert in information security, broadcast, network multimedia and digital photography. In 2004, he was nominated one of the top 10 leaders of China’s broadcast industry. Having worked closely with government and industry leaders in various Chinese government ministries, military divisions and international leading IT companies, he has a vast working knowledge of law, regulations, policies and strategies pertaining to China’s software industry and an extensive business and technical network.

His in-depth knowledge of software development management and processes resulted in the formation of EastBird -- China’s 69th CMM- certified software company and among the first 500 in the world. He established one of the biggest hitech laboratories in the Chinese Army and headed more than a dozen large software projects. He has a 20-year track record in software system analysis, architecture design and programming. He has headed more than 40 software development projects from the government, army and leading IT companies including the General Staff, General Logistics, Ministry of Science and Technology, SARFT, China Meteorological Administration (CMA), China-Aerospace Science & Industry Corporation, CEC, Beijing Science & Technology Committee, Beijing Information Technology Bureau, Beijing TV Station, Lenovo, China Great Wall Computer Group, Founder Group, China Da Heng Group, Sony, Kodak, Pinnacle Systems, USA, Matrox, Canada and America Red Cross Association. In the course of his work he has gained a wealth of knowledge and experience in finance, law, intelligence protection and human resource management.

In scientific research he participated in 10 key research projects funded by the National Hi-tech Plan (863 plan), National Nature Science Funding, Beijing Top Sci. & Tech. Plan, the 9th 5-Year Plan of SARFT, National Sci. & Trading Plan and National Defense Plan, respectively. His research interests include computer software science, biometrics (face recognition), computer vision and pattern recognition, information security and computer graphics and image processing.

Dr Peng is the co-translator of three books in English. He has written more than 10 scientific papers in English. He has also translated technical handbooks from Japanese and French to Chinese. His work has been published internationally and he has been invited to speak at conferences and workshops.
